Mr. He has an MBA and is a senior economist. He is a recipient of a special allowance from the State Council. He is Chairman of the Xiamen Tan Kah Kee Education Development Foundation, and works as an adjunct professor at the School of Management, the School of Economics, and the Wang Yanan Institute for Studies in Economics (WISE) of Xiamen University. He is also a mentor to postgraduates from the International Economics and Business Department of the University.

He began to hold positions in Zijin Mining from December 2019. He has worked in multiple large SOEs and has rich experience in financial management.
